US President Donald Trump has signed a sweeping Russia sanctions bill into law, clearing the way for tougher economic measures against Moscow over the Ukraine war. The legislation also gives the US President authority to impose tariffs of up to 100 percent on countries that continue to buy large quantities of Russian oil and natural gas.

The law is titled the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. It is aimed at raising economic pressure on Russia, limiting its ability to generate revenue and discouraging countries from helping Moscow bypass existing international sanctions.

New Sanctions Target Key Russian Sectors

The new law expands the US government’s power to take action against Russian officials, companies and institutions linked to the country’s military and economic operations.

The sanctions framework focuses on key areas of the Russian economy, including the energy sector, defence industry, banking system and entities accused of helping Russia avoid earlier sanctions.

A major focus of the legislation is Russia’s oil trade. The country has continued exporting crude oil and petroleum products despite Western restrictions, often using a network of ships described as a shadow fleet. These tankers are believed to help transport oil while avoiding restrictions on insurance, ownership and shipping records.

The law allows the US to impose sanctions on such vessels, operators and businesses involved in assisting Russian oil exports in violation of international restrictions.

Trump Gets Power to Impose High Tariffs

One of the strongest provisions in the bill gives President Trump the power to impose tariffs of up to 100 percent on countries that purchase Russian oil or natural gas.

The provision is designed to pressure major buyers of Russian energy to reduce their dependence on Moscow. It may also be used against countries, companies or organisations accused of helping Russia evade sanctions.

Congress Clears the Bill
